Indigenous Council of Roraima (CIR) receives auditors from the Federal Court of Accounts (TCU) for dialogue on the reality of indigenous peoples in Roraima

The Indigenous Council of Roraima (CIR) received, at the organization's headquarters, auditors from the Federal Court of Accounts (TCU). The institutional visit was aimed at listening to the organization and dialogue with leaders about the reality of the indigenous peoples of Roraima.

Representing the TCU, Cíntia Zaira Messias de Lima, federal auditor of External Control, and Fabiana Braga Lope, auditor, participated. The representatives were welcomed by the General Tuxaua, Amarildo Macuxi; by the Tuxaua Suzane Lemos, from the Arapuá Indigenous Community; and by the lawyers of the Legal Department, Júnior Nicácio Wapichana, Fernanda Wapichana and Luciane Macuxi.

The meeting is part of a survey carried out by the TCU on indigenous peoples and the performance of the National Foundation of Indigenous Peoples (FUNAI) and the Ministry of Indigenous Peoples (MPI), especially in the areas of demarcation and territorial protection, health and education.

According to the auditors, the initiative seeks to build a broad view of the difficulties faced by indigenous peoples and to evaluate the actions developed by the government to meet the needs of the communities.

During the meeting, the CIR presented the main challenges faced by the indigenous peoples of Roraima, including the advance of illegal mining in the Raposa Serra do Sol and Wai Wai Indigenous Lands; the delay in the demarcation and regularization of indigenous lands; the need to regularize the airstrips used by the communities; the threats to indigenous leaders; the increase in violence against the communities; and the absence of prior, free and informed consultation processes.

The CIR also presented initiatives developed by the communities and the organization, highlighting actions considered strategic and innovative, such as the preparation and implementation of Territorial and Environmental Management Plans (PGTA), support for community initiatives through the Rutî Indigenous Fund, the activities of indigenous women, the development of organic livestock and the strengthening of indigenous agriculture.

"The presence of the TCU in the territories is very important for the CIR, because it allows indigenous leaders to be heard directly. They are the ones who know the difficulties faced in the communities up close. This listening strengthens the participation of indigenous peoples and contributes so that the demands presented can be considered in the evaluation and monitoring of public policies," said Luciane Macuxi, a lawyer in the CIR's Legal Department.

The listening agenda between the CIR and the TCU took place between September 2nd and 4th. Continuing the program, the team went to the Canauanim Indigenous Community, in the Canauanim Indigenous Land, Serra da Lua region. On site, the auditors spoke directly with the leaders to get to know the reality of the community, its main demands and the challenges faced in daily life.

Tuxaua Helinilson Cadete, deputy tuxaua Tatiana Wapichana and the manager of the Valderício de Lima School participated in the dialogue, who presented issues considered a priority for the community.

Among the main points highlighted were the difficulties in the area of education, especially related to the precariousness of the structure of schools and the need for better conditions for the functioning of school units. The leaders also reported challenges in the area of health, emphasizing the need to strengthen and improve services for the indigenous population.

The visit allowed us to hear directly from the representatives of the community and to expand the understanding of the needs experienced in the territory, contributing to these demands being considered in the survey carried out by the Federal Court of Accounts.

During the meeting, the possibility of articulation between the CIR and the TCU to promote the training of indigenous leaders was also discussed, with the objective of strengthening the participation of communities in the monitoring and control of the application of public resources destined to policies and actions aimed at indigenous peoples.

At the end of the meeting, the TCU representatives were given the Memorial on the Situation of Indigenous Peoples of the State of Roraima (2026), a document that brings together information, complaints and demands related to the main challenges faced by indigenous peoples in the state.
