CIR Strengthens its administrative and financial management through the performance of the Fiscal Council

Since its creation, the Indigenous Council of Roraima (CIR) has had a group of leaders who play an important role in overseeing the resources that the organization manages. This role is exercised by the fiscal councilors of the eight regions that are part of the organization's structure, with one member and one alternate, as provided for in the Statute. All are appointed at the regional assemblies and take office at the General Assembly of the Tuxauas for a four-year term.

Currently, the following are fiscal councilors: Janderson Macuxi (Raposa Region), Luciane Melquior (Baixo Cotingo Region), Amarildo Macuxi (Serra Region), Francinete Garcia (Surumu Region), Aldenicia Cadete (Serra da Lua Region). "It is always a challenge for us to complete the analysis of the institution's accounts, we were trained for this work, and in the future it is for the young people of the regions to do this, and take these activities forward, because it is the most important part of the organization, to bring this transparency", quoted Aldenícia.

Aldenicia Cadete, from the Serra da Lua region, has been the coordinator of the fiscal councilors since 2017. She said that the council works on transparency with its leaders within the institution. "We are here to play a transparent role within the body, to supervise, analyze, even guide colleagues within the organization and further strengthen the institution. We seek clarity for partners and for indigenous leaders," he said.
Amarildo Macuxi from the Serra region, has been in the role of Fiscal Councilor for a year and six months, explained how the inspections of the projects are carried out, as he was appointed by the leaders to a position of great responsibility.
"The accounts that we inspect come to us in the organization's control books. The Financial Administrative Department (DAF) of the CIR assembles the book and we find out how the resource that came to the institution was used. We also check according to the request of the regional coordinators, if something goes wrong, we call the attention of the CIR coordinators, however this is not the case. The work is transparent with the communities. So we have the duty to check the books that record the financial movement. And we present all this work in the CIR's deliberative Ampliadas", he explained.
After the inspection, the councilors have the duty to provide all the information to their regions on how the work is being done and how the resources that come to support the indigenous communities are being used. "So this is our role, we work collectively, then we make the final opinion approving or not the organization's accounts. This year, we have already sent our final opinion 2018/2019 and it was approved by the leaders and partners," said Amarildo.
The counselors meet according to the bylaws, bimonthly. From these meetings, they inspect not only the accounts, but the equipment, structure and performance of the employees. The meetings take place for a week, always concentrating their efforts to improve the way information is passed on to the leaders and make evident the performance of the inspectors, based on their observations.

Francinete Garcia, from the Novo Paraíso community, Surumú region, has been on the council since 2017. In 2015 and 2016 she closely followed the performance of the councilors in the institution as regional coordinator of Surumú.
"I have been in this position of advisor since 2017, always with the trust of the leaders, I do my best to give support and support to our organization. I see the change that has taken place, and today the performance is stronger. We studied the CIR statute a lot, and we closely followed the way it governs the entire body of the council in how and where to act. When we entered the notion was basic, however as we act we improve and train ourselves more and more. Small details, such as sometimes a wrong number in the accounts is passed on for immediate correction. We always count on the help of the DAF", he stressed.

She also mentions that the projects aimed at the regions are examined in detail, trying to visualize how the resources are being implemented and how the transfer of any and all equipment to the regions is being made. "We made some field visits, and now we are going to see in each region and communities how projects such as the Territorial and Environmental Management Plans (PGTA), the indigenous youth projects, among many others, are doing. We will check how the progress is going, and we realize that more and more partners are emerging for the CIR, and this is very important, as it makes it clear that the Indigenous Council of Roraima does a transparent job in the regions, it is very good to see the trust of the partners who send these projects", highlighted Francinete.
