Since 2011, the Indigenous Council of Roraima (CIR), through the Department of Territorial and Environmental Management, has been carrying out Climate Change Case Studies or Climate Change Response Plans, on the impacts on the perceptions of the indigenous peoples of Roraima, showing how these changes directly affect the ways of life in the communities and Indigenous Lands of the State.
In 2015, the first Plan to Combat Climate Change in the Serra da Lua region was launched, entitled Amazad Pana'adinhan – Perceptions of Indigenous Communities on Climate Change. The document gained international prominence for its pioneering spirit, becoming a reference for the elaboration of new plans, such as those for the Raposa Serra do Sol Indigenous Land and the Amajari region, launched in March 2025. Currently, the process of preparing the plan for the Murupu region is underway.
These plans were built by indigenous researchers, Indigenous Territorial and Environmental Agents (ATAIs), together with women, young people, and more experienced leaders, based on the perceptions and perspectives of the communities and regions themselves. The central focus is on the relationship between indigenous peoples and climate change in their different cultural and environmental contexts, highlighting the direct impacts of these changes on the lives of indigenous communities in Roraima. These are subsidies coming from the community ground to the spaces of advocacy at the regional, national, and international levels, influencing decision-making in public and country policies.
